EXPLANATION:

Everybody doesn't get medicines💊💊 easily.  In the same way, Devas don't reach the holy feet of Lord Shiva easily. They strive very hard for that🥵 .  So Lord Shiva is like a medicine for the Devas.

But Lord Shiva resides happily😊 in the heart of every pure devotee.  So it is easier for the pure devotees😇 to reach the holy feet of Lord Shiva and realize him.
